2014 - Venezuelan audit on access of information by Espaço Público

“Situación del acceso a la información pública em Venezuela 2014”, published by the NGO Espacio Público in may 2015, presents the results of a passive transparency audit conducted between 2011 and 2014, and an assessment of active transparency conducted in 2014. The political themes addressed are varied (economy, health, education, environment, etc.) and the assessed institutions belong to the different branches and levels of government.

Methodology: 
For the passive transparency analysis, the answers given to requests made by Espacio Público and other civil society organizations to various State entities were analysed.The report shows the results by public policy theme, showing the number of replies received, compliance wiht time limits and quality of answers. However, the methodology for the evaluation of the qaulity of the answers is not specified.
For the assessment of active transparency, 29 web pages were evaluated based on seven categories (1) Authorship and communication, (2) Quality of content, (3) Access to information, (4) navigation and retrieval, (5) Usability, (6) Information services and relations with citizens and companies, and (7) electronic processing services. Each category was evaluated on a scoring scale ranging from 0 to 3, where: 0=serious error (0%), 1=error(35%), 2=sufficient compliance (75%), and 3= excellent (100%).
